Since 2022, Ukrainian carriers have been operating bilateral and transit routes to the EU without permits. Before the war, permits were subject to quotas, and their shortage regularly halted exports. In 2025, road transport accounted for about 40% of Ukrainian exports in monetary terms and about 73% of imports.
Now the main question is: what happens after March 2027? A decision on the extension is expected by the end of this year. But the extension is not automatic: the EU expects Ukraine to genuinely harmonize its rules, and the agreement already includes the possibility of temporarily suspending it in a particular region in the event of serious market disruptions.
What the GRANDAR company’s specialists are doing:
— we are building both scenarios into contracts for 2027;
— we are working with carriers that already meet European requirements;
— we are monitoring the European Commission’s decision.
How are you planning for 2027: are you counting on an extension, or do you have a backup plan?
