Halyna Poliakova, Head of the Customs Clearance Department at GRANDAR, continues answering the most common questions that may arise during customs clearance of shipments. Today, we will look at why the correct classification of goods under the Ukrainian Classification of Goods for Foreign Economic Activity is of crucial importance.

Classifying goods under the HS code is not just about selecting a code in the customs declaration. The code determines:

✔️ the amount of import duty and other customs payments;

✔️ the possibility of applying preferential duty rates;

✔️ the need to obtain permit documents (certificates, licenses, opinions, etc.);

✔️ the application of non-tariff regulatory measures;

✔️ the overall accuracy of customs clearance.

An error in determining the code may result in additional customs charges, penalties, shipment delays, or disputes with the customs authorities.

If the characteristics of the goods allow for different classification approaches or there are doubts about the correct code, we recommend using the mechanism for obtaining an Advance Classification Ruling. Such a ruling is issued by the customs authorities based on the technical documentation and description of the goods and allows you to obtain an official position on their classification before the customs clearance process begins.

A professional analysis of goods at the import or export preparation stage is an investment in fast, predictable, and secure customs clearance.

GRANDAR helps its clients not only with customs declaration processing but also with proactively minimizing customs risks through the correct classification of goods.
